厚生労働省が先日発表したデータによると、現在日本のホームレスの人口は2,820人で、過去最小だった。
男女別の内訳では男性が2575人、女性が172人、それ以外が73人であった。ホームレスが最も多かったのは大阪府で、第２位が東京都だった。国はホームレスの自立を支援するため特別措置法と呼ばれる法律を2002年から制定しており、ホームレスの人々に対して安定した職業の確保、職業能力の訓練などを実施してきたが、その効果が現れた結果となった。
なお、2003年度の調査ではホームレスの数は約2万5000人だった。日本国憲法では「健康で文化的な最低限度の生活を営む権利」を全国民に定めているが、病気や失業で働けなくなった人のために「生活保護」という制度もある。生活保護受給者には月11万円程度の保護費が支給され、医療費も無料になる。

Japan's Homeless Population at its Record Lowest
According to data recently released by the Ministry of Health, Labor and Welfare, the current homeless population in Japan was 2,820 people, the lowest it has ever been.
The gender breakdown was 2,575 men, 172 women, and 73 others. The largest number of homeless people was in Osaka Prefecture, followed by Tokyo. To support the independence of homelesss people, a law called the “special measures law” was enacted in 2002. Since then, the government has been providing homeless people with stable jobs and job skills training. The results show that these measures are effective.
According to a survey conducted in 2003, the number of homeless people was approximately 25,000. The Constitution of Japan stipulates that all citizens have “the right to maintain the minimum standards of a healthy and cultured life”, but there is also a “welfare system” for those who are unable to work due to illness or unemployment. All welfare recipients receive about 110,000 yen per month in social assistance, and medical expenses are also free.
