Toyota failed to discover that group companies Daihatsu, Hino, and others were cheating in engine testing, and Toyota's chairman, Toyoda, himself apologized at a press conference. The cheating is believed to be because the companies under Toyota's umbrella had a relationship that made it difficult for them to express their opinions to Toyota. Chairman Toyoda regretted " doing something I absolutely should not have done." He regretted that he had done so. The models involved in the fraud include the Yaris, Aqua, and Sienta, and approximately 800,000 vehicles were subject to the recall.

トヨタはグループ企業であるダイハツや日野自動車などがエンジンの試験で不正を行っていたことを見抜けず、会長である豊田自身が会見で謝った。不正が行われた理由は、トヨタの傘下である企業がトヨタに対して意見を言いづらい関係であったためだと考えられる。会長の豊田氏は「絶対にやってはいけないことをやってしまった。」と反省した。不正のあった車種は、「ヤリス」「アクア」「シエンタ」などで、約80万台がリコールの対象となった。
