Why can't Japanese people speak English?

In Japan, most people studied English in school for six years from junior high school through high school, but few can speak it. the average TOEFL score is quite low, ranking 26th out of 29 Asian countries. It is estimated that less than 10% of the population speaks English. So why are the Japanese so poor at English?

1. English learning has a lot of input activities like "reading" and "listening".
   Most English learning methods in Japanese schools focus on reading and listening, and speaking is not even tested. Therefore, many people end up learning English without being able to speak it.
2. Japanese and English are too different.
   According to data from the Foreign Service Institute, Japanese is the most difficult language for English speakers, generally requiring more than 2,200 hours of study. English is difficult to speak because its grammar and accent are completely different to Japanese.
3. The textbooks are all in Japanese
   In Japan, the majority of textbooks in stores are in Japanese. This is also the case with textbooks found in schools. Even after entering university, technical books are written in Japanese. Books in all fields are written in Japanese, so English is not necessary for learning.
4. English is not required
   Japan has a population of 100 million people, so the company only needs to meet domestic demand. Therefore, English is often unnecessary to join a Japanese company.
